Brigadier General Richard F McConnell will become Division Engineer for the Army Corps of Engineers North Pacific Division effective December 15. Oklahoma wheat farmer Ed Cleveland filed a 150 million-dollar federal suit alleging former Agriculture official Clarence Palmby and five grain firms conspired in selling wheat to the Soviet Union.
