Utah State University researchers report the Logan Sewage Treatment Plant ponds host thousands of waterfowl daily and draw large duckling populations each summer. The study notes high bacteria in some dikes but cleaner effluent than Little Bear River.
Mayor John V. Lindsay signed a comprehensive noise control code in New York. It bans unnecessary noise from autos horns construction equipment air conditioners and portable radios and bars construction from 6 p m to 7 a m. The law allows private citizens to claim a bounty up to half the fine. Fines reach 2000 per day and the city must set subway railroad and aircraft standards within a year. Enforcement funding of 400 000 was allocated.
Idaho Vandals travel to Pullman for the 71st meeting with Washington State Cougars. WSU leads series 50 to 17 with three ties. Vandals last won in 1965. Idaho enters at 1-2, while the Cougars are 2-2 after losses to Montana State and Utah.
