Idaho may finance seven state child development centers and 20 satellites entirely with state funds to avoid federal fee requirements. Acting Health and Welfare Director Joe Nagel ordered a department study of fee schedules to gauge potential revenue and federal compliance costs. Centers serve children with speech defects motor coordination delays mental retardation and emotional problems.
The Elk’s ritual contest will take place at the Sandpoint Elk’s Club on Saturday November 8. Participating towns include Grangeville Lewiston Moscow St Maries Wallace Kellogg Coeur d Alene and Sandpoint. A host cocktail hour begins at 6 30 p.m. followed by a banquet and invited members and guests.
A Boise subcommittee voted to limit streamflow legislation to North Idaho and rejected extending the Blackfoot River area southward. Rep. Westerberg urged inclusion of the Blackfoot to protect headwater fish spawning, but the motion tied. Rep. Emery won passage to limit the bill north of the Salmon River as the Water Resources Department plans are awaited.
The Labor Department reported October unemployment at 8.6 percent, up 0.3 from September, with 8 million unemployed and 93.4 million in the civilian labor force. Manufacturing and construction added workers, while adult white women faced the largest rise in joblessness.
Mike Mahoney manager of Selkirk Stationary was elected chairman of the Merchants Committee of the Sandpoint Chamber of Commerce at a noon meeting yesterday in the Pastime Banquet room. The group discussed two tentative dates for the Children’s Matinee and plans to erect Christmas decorations in downtown Sandpoint including street lights and a Christmas tree.
Agriculture Secretary Earl Butz urged a voluntary push to curb soil erosion by 1 to 2 billion tons annually, warning against turning soil conservation into a mandatory, bureaucratic program. He noted conservation raises farm value while aides signaled possible cuts to 175 million ACP subsidies as budget talks loom.
Sandpoint planning and zoning chair Clarence Reed says citizen committee recommendations were kept where relevant and not written into the plan to keep flexibility for future growth. He notes objections but no majority to delete sections. specifics belong in ordinances and general provisions remain guiding.
State school trustees in Boise approved a $22.4 million increase in the public school appropriation, lifting the general fund contribution to $99.2 million and total school support for 1977 to $200.6 million. The plan envisions fewer property tax override elections with budget changes to equalization formulas and salary increases for staff. The panel also endorsed new program priorities for North Idaho College and standard certification changes for teachers.
Washington officials removed four days of No Parking signs in front of Senator John Stennis Mississippi after neighbor complaints that the move granted him unfair privilege. A district transportation official cited safety concerns and the 1973 shooting as factors but police had ticketed the senator’s car despite the orders.
Mrs Clarence Bolton says the Gooding fire chief and volunteers deserve praise for their response to a home fire that killed Frank Bolton Jr and left his father critically burned while saving his son. She urged recognition of all who assisted as council members and locals debated the fire response.
New York Citibank lowered its prime rate to 7 percent, the third weekly reduction. Major banks were expected to follow, with Citibank’s move effective Monday and the rate not this low since early July.
The Bonner County Courthouse will be closed on November 11 in observance of Veterans Day. Office services may be unavailable that day and normal operations resume the following business day.
