Butz Defends Food Stamp Cuts At Ohio Farm Speech
Secretary Earl Butz accused Congress of wasteful spending and endorsed the Food Stamp Act cutback as necessary to run the biggest welfare program. He criticized lawmakers and praised Ford for vetoing 42 bills, claiming it saved the nation $13 billion and warned against a rush to big government. He cited a 26-state suit over the cutbacks and argued help should go to the bottom 2 percent, not the top.
