Kidwell Seeks Dismissal Of Writ Over Chapter Numbers
Idaho Attorney General Wayne Kidwell urged dismissal of a writ prohibiting the secretary of state from assigning chapter numbers to session laws. Heiser said the court long ago held such a writ cannot restrain an act already performed. Cenarrusa argued the governor acted on the 11th day, beyond the 10 day limit, and sought relief beyond what governor requested.

Power Plant Cost Said Anybody s Guess
Boise Idaho Power board chairman Albert Carlsen told a group of retired Bosseans that the Pioneer coal burning plant cost is anybody s guess due to inflation and financing factors. Sen Peavey noted the load growth is sure but costs uncertain. Carlsen argued opponents overstate costs, saying the plant is only about 37 percent of total estimates and emphasized availability over price for power. Peavey suggested rate changes and water rights to protect Snake River power.
