The House approves a constitutional amendment to lower the voting age to 18 for all elections. If three-fourths of states ratify, the 26th Amendment becomes law. Costs for states are estimated at 20 million for new registration and record keeping.
Sandpoint forecasts show mostly cloudy skies with showers possible today and tonight then partial clearing Wednesday with a 70 percent today, 50 percent tonight, and 30 percent Wednesday. In the second congressional district, legislators form regional groups to draft boundaries as Eastern Idaho risks losing a district due to population shifts. Senate members note fitting numbers may be tough in South Central and Southeastern Idaho. House leaders warn the 20 day special session may extend with a possible second session to finish the plan.
Boise Idaho legislators return to the statehouse for a second day to address equalizing population across districts. The agenda, called by Gov Cecil Andrus, includes reapportionment redistricting of the two congressional districts and party restructuring. A House concurrent resolution creates a five member joint committee to study political system changes based on the 1970 census. districts must average about 20 359 people per senate district and 10 180 for the house. Lawmakers aim to redraw without gerrymandering while preserving 35 districts, with Elmore County and part of Ada County as focal points.
