The revenue shortfall prompts cutbacks in operations as factors include higher license costs, weak hunting success, and closed salmon and steelhead seasons. He doubts selling the non-resident elk and deer quota of 9,500. A combined non-resident license rose last year from 135 to 150 dollars. Greenley remains optimistic about the future.
