Community districts should organize around natural groupings
Thaden argues for community districts formed by natural boundaries and self sufficient service centers. He notes only 44 percent of 12 grade districts offer five services and predicts rising enrollments through 1962. A Michigan State bulletin outlines Equalizing Educational Opportunity Through Community School Districts.
