Boulevard Proposal Promises Scenic 14 Mile Parkway

A proposed boulevard would run 14 miles from Thurman street to Linnton with elevation 600 feet at midpoints and 4 percent grades, offering views of Portland, St Johns, Vancouver, and surrounding rivers.
