Roswell Mayor William F. Brainerd said the New Mexico State Highway Commission expects three years before the Second Street reconstruction can begin. The project would widen rebuild and drain the east west street from the railroad to Sunset Avenue. Environmental impact studies must be completed before federal funds are secured, delaying starting dates into 1974 or later.

White House lawyers and special Watergate prosecutor Archibald Cox continued negotiations to reach an out of court settlement on access to presidential tapes. The appeals court had suggested Cox be allowed to listen to tapes to decide essential evidence while the White House defends withholding them.
James L Hughes asserts he remained a New Mexico resident while jailed in North Vietnam for nearly six years and thus is eligible to run for governor. He spoke in Roswell at a New Mexico Landmen’s Association meeting after a state attorney general opinion questioned his 1967 absentee voter registration.
