Crowds flood streets in Russia amid celebrations as security forces withdraw and citizens express relief and joy. Witnesses report spontaneous cheers, music, and flag displays marking the moment of public jubilation nationwide.
St. Petersburg erupts in a mass show of liberty with red banners and cheers. Thirty thousand workmen crowd Nevsky Prospect listening to student orators as crowds march in procession. Count Witte seeks calm and liberal reforms while city police stay back. In Warsaw the manifesto for a constitution prompts broad rejoicing among officers and civilians alike.
Odessa reports after the Emperor's manifesto promul gation vast crowds exultantly paraded the streets as troops joined the people in the celebration. In Kansas City thirteen were killed and thirty injured yesterday on a Santa Fe wreck near the west bound California Limited. Recovery progress shows all injured improving with some slight cases leaving hospitals. None of the injured or dead were from Colorado New Mexico or Texas.

Wiseley as president and J. W. Thomas as vice president. Directors named and plans for a clubhouse and lake discussed amid thriving stock sales and aggressive colonization schemes for the Southwest and Panhandle regions.
A corporation capitalized at $100,000 under West Virginia laws has been formed by the New York Team Owners Association to combat the International Brotherhood of Teamsters. Secretary Henry C. Hunter says the firm will amalgamate with trucking interests in New York and New Jersey.
In district court the jury ruled Lard owner of the horse while Potter did not claim ownership and was not guilty of unlawful possession. Costs fall to Lard. Sacramento reports former state Senator E J Emmons was sentenced to five years in the penitentiary for taking a bribe tied to a building and loan probe by a legislative committee. Ex Senator Bankers also faces a sentence for the same offense while ex Senators Wright and French await trial. four were expelled from the state senate at the last session.
Norway at Christiana on October 31 reports that the United States Russia Great Britain Italy Switzerland and Brazil have declared readiness to enter into official relations with Norway. Replies are courteous and some offer a cordial welcome of Norway into the ranks of fully independent nations.
The wool market shows a firmer opening with steady prices. Foreign market activity boosts buying in Boston on October 31, with Territorial wools in higher demand from woolen mills.
President Roosevelt landed at the navy yard in Washington at 11 55 am to a marine guard and band salute. Mrs Roosevelt greeted him at 11 30 am and the couple drove to the White House after the arrival. Salutes of 21 guns marked both arrival and departure.
A Topeka dispatch reports Charles L. Seagraves, newly named general colonization agent for the Santa Fe, prepares an aggressive push to settle unsettled districts in New Mexico and the broader Southwest. Details indicate a far reaching program aimed at extensive colonization efforts.
The Territorial district court heard several cases with defendants pleading not guilty. John Harrison and J S Blackwell faced charges including deadly weapon use, assault, arson, and larceny with trial dates set for November 7. Sam Wah Sue Lee and Tom Caldwell were arraigned on various charges and pled not guilty.
