The October 30 dispatch reports Emperor Nicholas surrendering power to Count Witte who becomes minister and plans a legislature elected under an imperial mandate promising freedom of the press assembly and habeas corpus. Clashes with Cossacks erupt as troops remain in barracks amid doubtful loyalty.
Washington Oct 30 The Supreme Court of the United States today held that a stockholder in a National bank is entitled to inspect the bank books in the Guthrie vs Harkness case. The decision involved Commercial National Bank of Ogden Utah where Harkness owned one-fifth of the stock. The state court had ruled for the stockholder, and that ruling was affirmed.
New York residents will see public structures lit by electric current generated at the city incineration plant. The plan uses refuse from the street cleaning department to fuel the plant, lighting the Williamsburg Bridge and other structures at night. Taxpayer savings are expected to run into thousands annually.
The city veto restrains plebiscite actions as committeemen fear open collision and a show of hands. The army leans toward the people but Cossacks remain loyal to the regime. Ismailovsky guard reportedly evasive on guard duty as reports circulate from revolutionists. In Lodz the situation worsens hourly as troops fire into the air and mobs tear down police flags. Odessa notes yesterday’s victims count indeterminate.
Mrs. G. T. Veal left this morning for Dallas to attend the wedding of her sister Miss Carrie Slaughter to Dr. John Dean of Waco on November 1. Slaughter was popular during a Roswell visit last summer and Dr. Dean, a leading Waco physician, is noted as from one of that city’s foremost families. Veal will spend the winter with her father’s family in Dallas.
Farmers are advised to panted sugar beets to save some in the ground for a period. Another consignment will be sent next month and a further one the month after. Beets left longer in the soil are said to accumulate more sugar, according to authoritative statements.
Crowded houses greeted Evangelists Steele and Hoppy at the Presbyterian church yesterday with many turned away for lack of room. Dr. Steele preached strong sermons at each service and much interest was shown. Several conversions were reported. The meetings will continue each afternoon and night this week and over Sunday.

The Night School gathers each evening this week at the Presbyterian Church starting at 6 45. Members are urged to attend for study and discussion sessions led by volunteers.

A dispatch reports Rear Admiral Train and his son Lieutenant Train were assaulted outside Nanking while pheasant shooting. The crowd seized guns, beat the admiral, held the lieutenant hostage, and only after a marine rescue did authorities recover the weapons.
Grand jury report to Judge Wm H Pope covers term in Chaves County New Mexico. They state true bills issued when warranted, note jail cleanliness and heating issues, praise prisoner provisions, and urge school directors to report all legally aged children not attending school.
Odessa reports persistent rumors that crews of the Black Sea fleet mutinied on arrival at Sansum on Asia Minor coast killed Admirals Birileff and Choaken and sailed to Sevastopol after hoisting revolutionary flags. Verification of the reports is not possible.
Telegram from Moscow reports strikers wreck the Bell railroad and two houses including the governor mansion. Thousands of wealthy Moscow residents are fleeing the city by any available means.
