1973 New Mexico Legislature Spends Big Yet Saves Across Board
The 1973 session was the most spending in state history yet moved substantial amounts into reserves and investment funds. It approved 331.3 million in general funds, set aside 7 million in a savings account, diverted 10 million from severance tax into the savings fund, and increased the operating reserve to 15 million. The session added tax relief for some, refused broader city tax shifts, and funded numerous projects including state office buildings, a state laboratory, a Santa Fe police complex, park improvements, and school mini parks amid ongoing budget battles.
