Western New Mexico University critics flag outsize spending
Administrators led by President Joseph Shepard travel internationally and host lavish furnishings at the Santa Fe and Silver City campuses, prompting questions about cost benefits as the university draws few international students and raises tuition. Valerie Plame, Shepard's wife, and board members accompany the trips. Critics cite a heavy spending culture amid a town with high poverty and a low local student share.
