ozone threat from fluorocarbons cited by UC chemist

University of California chemist F Sherwood Rowland warned at Los Alamos that fluorocarbons from aerosols and car air conditioners break down stratospheric ozone. Near the equator the ozone layer is thinner, increasing skin cancer risks, including melanoma. He urged phasing out fluorocarbons until further studies clarify long term effects.

Carter signs energy department bill creating new Cabinet agency

President Carter signed into law a Department of Energy the first new Cabinet agency in 11 years. James R. Schlesinger was named the first secretary as hearings began in the Senate. The department will employ about 20 000 people with a 10.6 billion dollar budget and aim to start by Oct. 1.

Con Edison blamed for blackout prep and action flaws

The Federal Power Commission faulted Consolidated Edison for being ill prepared for the July blackout emergency and failing to act promptly. After a three week review for President Carter, the report cited transmission network flaws and inadequate protective devices and questioned personnel judgment during the crisis.
