City officials consider general obligation bonds to fund road repairs while coordinating water line replacements with paving. Wilkins cites 1,000 annual water leaks, a need to rehab Well 9, and a 8 percent water rate hike. He warns of rising bond costs with a weaker rating and urges timely action ahead of a water workshop at City Hall.
