Randy Hoover, 33, from Rio Rancho, accepted a plea to two third degree felony counts of sexual contact of a minor in a plea deal that dismisses 20 other felony charges. Judge Kenneth G. Brown suspended a six year sentence to five years probation. Restitution and counseling required. Some witnesses and victims reportedly changed their testimony.
