Southern Boulevard reconstruction plan aims for four lanes with medians

City plans four lane Southern with two driving lanes and two bike lanes each direction, plus a south side multi use trail and north sidewalk. Up to 0.5 acre needed to keep four lanes, six lanes would require about 7 acres and affect about 80 homes and 103 businesses. The project splits into three phases with first phase NM 528 to May Circle costing 7.1 million, starting 2018, and overall repaving from NM 52 to Rainbow priced at 70 million amid tight city finances and federal deadlines.

City sponsors mural for veterans park

Rio Rancho High School student Zandi Cabilles designed the citys newest mural a mountain and bald eagle scene on a metal shed at Veterans Monument Park on Pinetree Road unveiled April 18 during Earth Day at Esther Howe Memorial Library. The project cost about 1000 from a New Mexico Clean and Beautiful grant with an anti graffiti overcoat to deter future tagging.

Rio Rancho DWI case ties traffic signals to speech rights

In a January 2014 incident Rio Rancho resident Martinez was pulled over and arrested for DWI after flashing car lights at a Dodge Charger police cruiser. Her lawyers say the city's Prohibited Activities While Driving ordinance chills expressive speech by drivers and warns against using lights or the horn to signal other motorists. The city says Thacker had immunity in the stop, and Martinez’s charges were eventually dismissed with prejudice. Municipal records show prior minor infractions dating back to 2009.
