Open records rules touch Sandoval County files and SSCAFCA

SSCAFCA’s 1991 open meetings resolution was found deficient, prompting a 1992 update to include meeting places, 10 day notices, and notices to media. The Foundation for Open Government urged clearer notice procedures and forms.
