Featherbedding showdown reshapes U S railroads
A long running dispute over featherbedding pits railroads against five unions representing 210 000 on train workers. Railroads seek to cut 65 000 to 80 000 jobs, justify safety upgrades, and revise pay rules while unions demand overtime pay increases and guarantees. The conflict, stalled in federal courts, could trigger an emergency board and a nationwide strike.

Educational TV Expands in West Virginia
Educational television in West Virginia has more than doubled since last year though no dedicated outlet exists in the state. Fourteen elementary schools in three counties will use the Pittsburgh station WQED to receive programs, with Ohio County to join this month at Bethlehem Elementary School in Wheeling. Hardy Hancock and Weirton Newell districts report favorable results from last year and plan expansion, while a temporary educational TV authority, Gov. Barron says, could become a permanent commission to secure federal funding up to one million dollars and a Ford Foundation grant for a statewide system.
