Northern West Virginia coal officials studied a paralyzing car shortage as Southern West Virginia mines reported above average production. Capt Oscar Ludwig Carlson, new supervising officer for Pittsburgh area, met with union and operator officials at Fairmont on the car shortage and urged supply loosening soon.
