Britain and France will air programs to American audiences via Telstar tonight. The first period runs 6:36 to 7:29 p.m. EDT with U.S. test patterns at the start, followed by Britain. The second period from 9:25 to 10:16 p.m. features France.

In the Powder Puff Derby, sisters Frances Bera and Edna Bower of California won as pilot and co-pilot for the third time, with Bera her fifth derby triumph. Los Angeles duo Betty Miller and Elaine Walden finished second, Barbara Jenison and Eula Schmidt took third, and Ottumwa’s Ben Jobe received a special speed award among first time women pilots.
Windsor Colorado UPI reports a dramatic birth in a car during a fishing trip. Thirty year old Mrs. James M. Lincoln delivered twins, a boy and a girl, in the front seat while her husband, Lincoln, returned from a half mile away to find the dramatic event already under way. They rushed to a Denver hospital where mother and babies were reported doing well.
State Agriculture Department worker Wills Jr. 24 remains in critical condition at Man Memorial Hospital after a plane crash that killed companion Charles Ramsey 24. They were surveying an oak will project at McDonald Airport Taplin in a Princeton Flying Service plane. Ramsey died at midnight. Wills suffered multiple injuries including a fractured skull and leg. Ramsey, a Concord College senior, was to marry Miss Rebecca Cobbs Elkhorn. Witnesses said the aircraft barely lifted before crashing into a hillside 30 yards off the runway. Deputy Sheriff Earl Justice helped at the scene.
Southern integration leader Martin Luther King Jr was freed in Albany Ga after serving two days of a 45 day sentence. The unpayable fine tied to last year’s integration case was posted by an unidentified benefactor and King and Ralph Abernathy were released as the Justice Department aided the effort. The attorney general directed staff to report to the president. Also noted: Edward M Gilbert indicted in New York for stealing 1 953 000 from E L Bruce Co. Dagmar and Dick Hinds wed in Easton Pa. Matthew Reed dies in Cortland N Y. Secretariat of State and Dobrynin to meet over Berlin.
Deke Slayton, grounded from solo spaceflight due to heart flutter, remains hopeful for an orbital mission with two or three astronauts. NASA says the 3-year Air Force major will stay in the program in engineering and planning duties, and Webb cautions this may not end his chances for two or three crew flights.

Washington UPI A former used car salesman told congressional investigators he received a key job in the West Virginia highway department as a reward for Republican work. Henry H. Price said the spoils system operated in the state road agency and described his 1957 to 1961 right of way role, noting he was asked to take the post when Democrats gained power. He said his only training came from 1930s appraisals and estate settlements, and he once declined a liquor store inspection post. Price claimed his main duty was ensuring land appraisal prices stayed within department limits and said he kept some Democrats on staff, despite criticism. He noted contractors were often awarded before land purchases were completed.

Washington abridged report says Secretary of Health Education and Welfare Abraham A Ribicoff will resign today to seek the Democratic senatorial nomination in Connecticut. He is the first Cabinet member to quit since President Kennedy took office and will announce on Connecticut TV tonight. The resignation is said to be sent to Kennedy in advance.
West Virginia highway fatalities rose to 217 with a Hardy County death reported Wednesday. Haven D. Riggleman, 24, was injured Tuesday when the car he was riding in crashed on U S 220. In Madison Boone County an 11 year old, Joseph Johnson, was struck and killed by a car on a street Tuesday.
Caroline Kennedy, daughter of the President, was chosen as Macaroni Girl of the Year by the National Macaroni Manufacturers Association at a Hot Springs convention. She rides a pony named Macaroni.
London reports Sir Winston Churchill has developed a bronchial infection with a slight temperature rise, delaying convalescence from a fractured left leg and thrombosis. The hospital bulletin notes some leg swelling decrease, and a hospital spokesman says the rise in temperature was expected to Friday.
