Brown seeks to unite factions over Peripheral Canal plan

Gov. Brown said he will not seek a special session but will press for support of a $4.2 billion water package including a Peripheral Canal. The bill stalled in the Senate after a 21-16 vote. Brown plans talks with Central Valley farmers, labor, Southern California users, federal officials, and legislators to reconcile views on water quality and delta protection.

Brown axes a state board almost a heroic effort

Gov. Brown told a telephoned interview that abolishing the State Board of Registered Construction Inspectors would reduce licensing barriers. He cited cost concerns and said the board lacked justification, though some advocates press for mandatory licensing to protect public safety. The bill to fund the board was not adopted, and most inspectors work under local governments or supervision of architects and engineers.
