Veterans groups oppose Panama Canal treaties in sharp terms

Washington veterans organizations led by the American Legion the VFW and the American Veterans of World War II condemned the Panama Canal treaties calling them a slow motion act of strategic self mutilation They argued the United States must retain control amid threats from Panama and warned the pact could erode U S influence and canal neutrality They also accused Torrijos regime of repression and questioned treaty guarantees on intervention and warship passage

Panama Canal toll hike unlikely to curb U S exports significantly

Agriculture officials say approval of the Panama Canal treaties may raise shipping costs for U S grains and soybeans by about two to five percent, but not enough to derail exports. An industry spokesman cites about a 0.05 dollar per bushel rise for soybeans to the Far East, while Brazil could gain a price edge if the canal closed.

Foes in Senate think they have pact beaten

In Washington, anti-treaty senators say they will seek an up or down vote on the Panama Canal treaty not a filibuster. Sen. James Allen of Alabama warns the issue could return to the calendar if blocked. The pact would transfer control of the canal by 2000 requiring a two thirds vote if all present.
