Court pressed on Bakke rule U.S. asks affirmative action OK
The Carter administration urged the Supreme Court to allow race to be considered in a special admissions program at UC Davis Medical School. The brief argues only that race may be used to remedy discrimination, not to settle broader constitutional questions. The case centers on Bakke who was rejected in 1973 and 1974 while a 16 of 100 quota for disadvantaged students existed. The high court is set to hear arguments on Oct 12.

Backing for downtown marina proposal dominates Long Beach debate
The city council narrowly approved a 25 cent per foot per month rise in Long Beach Marina slip rates starting October 1, with a second increase planned. Eric Lucas cites 185000 dollars yearly revenue gain to the city while critics led by Ten Frandsen oppose, asserting the marina must first prove its value amid a 9000-strong wait list. Frandsen supports downtown marina, citing potential revitalization and his long tenure as a boat owner and media editor.
