Soviet Offer to China to Renounce Mistaken Views in Nuclear Talks
Moscow says the Soviet Union will give Communist China another chance to renounce its mistaken views and end the Sino-Soviet dispute. Pravda calls China’s opposition to the partial nuclear test ban a direct departure from Marxism-Leninism and harmful to world communism. The editorial also blasts China for racialist tones in Afro-Asian diplomacy and for demagogy aimed at Asia, Africa and Latin America.

Rockefeller to Seek GOP Nomination Decision Thursday
Albany reports Gov. Rockefeller will announce Thursday whether he will seek the Republican presidential nomination. He is not expected to travel to New Hampshire for the opening of campaign headquarters and plans to visit the first-in-the-nation primary state around November 7 or 12. Former vice president Nixon’s selection by party leaders in 1960 had influenced Rockefeller’s 1964 prospects.
