Ike Seeks 3.9 Billion in Foreign Aid in 1959 Plan
President Eisenhower asks Congress for 3.9299 billion dollars in foreign aid to support some 70 allied nations for a 33rd year. Most funds fund military programs while about 1.5 billion would go to development help and loans, with emphasis on Asia and the Middle East. He urged continued West Berlin support and warned against overreliance on Soviet bloc aid, noting allied military capacity and the strategic value of foreign assistance to security.
