Ford faults optimism in Moscow talks during UM lecture
Former President Ford told 400 University of Michigan students that excessive optimism and rhetoric surrounded last month’s unsuccessful Moscow arms talks. Carter says US will not block Western Communist participation

The move signals a shift in tone without changing core stance on excluding communists from cabinets.
