Expansion and funding changes in ESU No. 7 special education

The 1974-75 year saw a large expansion of services in special education by ESU No. 7 with a full time coordinator, expanded speech therapy, added psychological test staffing, and EMH programs. A growing Title I cooperative and expanded library services accompanied the effort, but LB 401/LB 403 funding shifts and delayed state payments strained finances. An instructional materials center will be created to fill program gaps while continuing other services at no charge to member schools.
