Indians Face New Debt Plan and Division of Privileges
The Umatilla Indians are to be classified by ability to manage affairs, with some gaining full payment rights while others remain wards of the government. A six month deferral of the $10 per month plan is reported to allow capable members to settle debts, with persistent drinkers and slow payers limited to small monthly sums. A new three-section building adjacent to the round house is planned, housing a power house, machine shop, and blacksmith shop, with access through the round house.
