Elmer H Vermeer argues during the final weeks of the Iowa legislature that a 2 percent sales tax, alongside existing income and corporate taxes, could balance the state budget near 150 million dollars. He notes a potential 18 million dollar annual deficit without new revenue and proposes using unencumbered funds, aid to schools, and preserving a working balance. He opposes shifting funds from road use and liquor revenues to property taxes and urges legislators to support revenue to cover appropriations.
