The GAO study shows 61 weapons systems with total overruns of 33.4 billion dollars and an average of about 0.35 billion each. About 39.5 billion of the increase occurred before production began. The largest overruns cited are 3 billion for the Navy Mark 48 torpedo and 2.9 billion for the Air Force Minuteman III missile.
