A local debate centers on a proposed four year tax holiday aimed at boosting business. Officials, including council members, weigh potential revenue loss against job creation and economic growth projections. Public input remains open through a pending vote date.
Reeves County and all subdivisions could collect delinquent taxes, potentially yielding a four year tax holiday for city county state and school purposes if those in arrears pay up. The San Angelo Times notes Reeves delinquency far exceeds 1938 collections, with $837,958.61 in delinquencies vs $206,971.91 collected, and county tax collections around 80 percent. The issue spurs action by the Reeves County Commissioners Court which warned stricter measures.
The First National Bank of Pecos has paid 200000 in cash dividends since its 1907 organization. Cashier Je H Beauchamp and President S M Precit lead a nine member board including directors from Pecos Kermit Balmorea Toyah and other Texas towns. The bank paid 7 percent semi annual dividends on June 30 and December 31, averaging 6250 yearly over 32 years.
Tonight at 7 in the city program at the yard Dudley Fie een George and others are listed as speakers. Swinehart the secretary-manager will introduce two speakers and coordinate the event.
Three men were involved in violent incidents during the Fourth of July weekend in Pecos. Leslie McMillen, 26, was killed by a fast train at a West Pecos crossing. Kelly Pate, 34, died from a self-inflicted gunshot wound to the head. J W Bray faced assault charges after a shootout near Bray’s South Park Street home left F G Dunbar with a foot amputation. Bray posted $2500 bond and was bound for the September grand jury.
Stanley Mate, Boy Scout field executive from Odessa, spoke at the Pecos Lions Club luncheon about forming a Scout cub pack in Pecos and the benefits for boys ages 9 to 11. Hollis Smith and Jack Parker shared trip experiences in Texas, Arkansas, Tennessee and Kentucky, and Bill Turpin reported on a Boy Scout unit under Lions Club sponsorship.
Twenty acres of contour ridges and ten acres of contour furrows have been installed on the J L Moore Bill Moore ranch in the Toyah Creek Watershed. Project Conservationist Zech C Cameron of the Soil Conservation Service says the aim is to hold water where it falls, promote deeper ground penetration, and reduce erosion. He adds that effective results require a proper range management program to allow vegetation to grow reseed and maintain vigor.
Pecos hosted a prominent oil producer with over 800 wells in East Texas. The visitor, H. W. Andrews, arrived as a guest of Jerry Sadler and was welcomed this week in Pecos.
Pecos rodeo fans saw a preview of the 10th annual rodeo with six pre matched events plus jackpot roping and steer riding. Ted Powers of Ozona won jackpot roping in 18.4 seconds. Charlie Norton of Sierra Blanca was second and Johnny Fitzgerald of Fort Davis third. John Merk of Ranger topped steer riding with Ace Elmore of Abilene and Bill McLean of Okemah following. Espy Brothers of Fort Davis won the team tying with a 19.3 time. Gene Benson and Earl McElroy of Alpine were second and Curtis McElroy with Clay Espy third. Tournament roping matches featured several close wins among local riders.
Reeves county news reports the Richard Shaw No. 1 well owned by H F Anthony and others in the Far West Oil Company produced 50 to 60 barrels a day during a 36 hour test run Friday and Saturday. The well, located about 17 miles northwest of Toyah, had been abandoned after a May 1 deep drill and subsequent acidizing. A car of oil was shipped to McNutt Refining of El Paso as gas increase appeared in the formation.
The 27,000,000th Ford automobile arrived in Pecos on Thursday en route from the Golden Gate Exposition to the New York World's Fair. Attending were Jimmy Rooney of Dearborn, Henry Ford’s representative. Jack Doyle of Richmond, four from Denver. A. B. Cotton, W. A. Coglizer, Jack Murphy and Joe E. Tracey. A dinner for about 40 Pecos men at Club Cafe marked the celebration.
Scattered showers dampened Pecos area through the week. Wednesday yielded .34 inches, followed by .18 on Saturday and .11 on Monday for a total of .63 inches. Overcast skies Thursday hinted at more rain, with a general moisture need across ranges and the Red Bluff watershed to replenish the reservoir.
The Pecos Chamber of Commerce will hold its monthly meeting next Tuesday at 12 15 at the Courtney Hotel. Captain M L Swinehart secretary manager urged a large attendance and announced the July meeting.
Associate Justice Higgins of the Eighth Circuit affirms Judge Crane in Red Bluff Water Power Control District v Kyle Biggs. The injunction against trespassing on district property is upheld. Biggs’ counsel argued lack of specific facts and alleged tolls, but the court found the relief proper to prevent trespass and use without consent.
Pecos city council reported a total taxable property valuation of about 2,740,000 for 1939, up from 2,708,500 last year. The gain reflects new taxable property and businesses. budget work continues before setting the 1939 tax rate. Toliver noted a small rate increase may be needed to support sewer bonds.
US postal receipts in Pecos show a steady rise in the second quarter of 1939 over 1938, with a prior first-quarter gain. Postmaster M. W. Collie notes Pecos has experienced significant growth in population and business, contrasting declines elsewhere.
Directors of the Security State Bank of Pecos met last weekend and declared a cash dividend of 30 per cent to stockholders. The dividend was the first such one for 1939. On December 31, 1938, a 30 per cent cash dividend was paid stockholders. Security State officers are Sol Mayer, president, Albert Sisk, Ken M. Regan, Clarence Bell, Robert H. Bell, R. G. Middleton, directors.
The Van Horn Rotary Club set July 12 for the charter presentation. W. H. Knox of Pecos chairs the attendance committee with about 20 Pecos Rotarians expected. District Governor Claude Simpson of Roswell will present the charter.
Officials released a complete list of winners and prize money for the 10th Pecos Rodeo and Celebration. The results include top teams and individuals in events such as Team Tying, Bulldogging, Bronco Riding, Calf Roping, Steer Decorating, Brahma Bull Riding, and Cowgirls events with scores and names like Douglas Poage Alf Ten Eyck Shorty Rutledge Jim Duncan Helen Gray John Merck Slim Meteer and Ora Oltizer among others.
A record crowd estimated between 5500 and 6000 attended Pecos Rodeo and Celebration aided by an expanded stadium and new box seats. Gate receipts totaled 2516 over two days with cattle, roping, and bucking events led by manager Fenton D. Alley. Top earners included Jack McCutcheon and Douglas Poage.
The Red Bluff Water Power Control District board of equalization met again to continue adjusting valuations. They will reconvene Monday to finish equalization. Afterward notices of increases will be issued and protest hearing dates set. Members include Troy Patrick Pecos Jack Sisler Barstow and Hoyt Eudaly Grandfalls.
