A Pecos relief officer describes rising calls for aid from transient families and notes a pattern of professional moochers seeking free rides, food, and lodging. He urges staying with local support networks and argues the burden should not travel town to town.
Reeves county tax collections reached about 72 percent of the total assessed with Deputy Sheriff George Maley predicting the year end total will exceed 80 percent. Many taxpayers use the split payment due in June. current figures are similar to last year. The Reeves county 1938 tax roll stood at $129,157.22 with $92,747.25 paid to date.
Fire Insurance Commissioner Marvin Hall told Mayor E A Toliver and Chief Chas Manahan Pecos now carries a 25 percent good credit rating, the highest in town history, due to the volunteer department's efficient work. Assistant Commissioner Williams praised Pecos as one of the state's best volunteer units. Further rate cuts are not possible while firemen remain voluntary.
Mayor B A Toliver announced Tuesday April 4 as the city council election date. Two aldermen will be chosen to replace J B Heard and Ben Colwell. Candidates must file by March 24 with the city clerk. Election judge is C K Bowser with assistants Rev John Byrd and clerks Mrs W W Runnels and Mrs R Henry Blackwell.
About fifteen boys in Reeves County show interest in a 4-H Feeding Project. County Agent Ted Johnston and Pecos Valley Livestock Protective Association members have organized support and will provide calves and financing to start the program. If enough interest remains, two clubs may form in Balmorhea and nearby.
J H Callaghan of El Paso inspected Pecos district plans for a Red Bluff project involving more than 50 miles of highlines. Engineer J D Shaw said bonding delays aside, government funds total 40 000 for bonds with a 13 000 grant supplement.
Mr and Mrs Bob Simpson of Pecos welcome a daughter born this week in a Pecos hospital.
The 82 inch wide 7300 pound three ton telescope lens was moved 16 miles from Fort Davis to Mount Locke in the Davis Mountains. Sheriff Jim C. Walker guarded the ascent for curious onlookers while a crane hoisted the lens 71 feet into the observatory dome. Construction began in 1933 and the lens will make Mount Locke one of the world's largest telescopes.
The El Paso Civil Court of Appeals refused a motion for a rehearing in the Loving County versus Reeves County $11 000 tax suit. A. B. Carruthers Loving county attorney and Judge L A Dale had filed the motion after Judge A M Walthall sustained a general demurrer in the trial court. The next step is an appeal to the Texas Supreme Court.
Rep James H Goodman introduced a bill to create the 128th district and reorganize the 70th and 109th. The new district would cover Ector Midland and Crane counties with concurrent jurisdiction in 70th and 109th areas and would require a judge and district attorney appointed to serve until the next general election. The 109th would add Reeves Ward Winkler Crane Andrews and Loving counties with specified court sessions in each county.
A renewed effort seeks FHA farm loan approval for the Red Bluff district. Leslie Reed of Mortgage Investment Co. in El Paso says applications are pending at Grandfalls and Imperial and many more could be obtained if approved. He invites interested parties to confer.
Mr and Mrs Herschel Wood of Pecos welcomed their first child, a daughter, born Sunday morning in a local Pecos hospital.
Agricultural committee in Reeves County with County Agent Ted Johnston sets general crop acreages for the county. Total general crop allotment is 2358 acres including cantaloupes with about 75 percent of farmers using a 20 acre farm exemption. Final general crop plantings expected around 5000 acres, similar to last year. Cotton acreage projected near 6000 acres, allocated by the state office rather than the county committee.
R E Kilmer division highway engineer spoke at Lions Club about the 11 county district highway maintenance budget of 243200 with 200 employees. The district handles 900 miles of roads 712 paved while 188 remain unpaved including Reeves and Pecos counties. He noted Pecos payrolls exceed 6000 per month and Pecos receives much supply spending. He doubted a Odessa to Abilene route justifies the cost due to only 40 miles saved between Dallas and El Paso. Harold Lindley received a Melvin Jones Week award for adding five new members.
Top players Don Budge and Ellsworth Vines toured Pecos spending several hours in a stop during their national circuit. They drew fans and promoted the sport as they continued their arena and club appearances across the region.
Pecos plans seven matched roping events and a branch riding contest on Sunday March 26 sponsored by the Pecos Rodeo Association at the rodeo grounds. Sheriff roping matches pitted West Texas and New Mexico lawmen include Jim Espy versus Charlie Norton and Clay Espy versus Curtis McElroy. City officials meet at City Hall to limit aid to transients, aiming to deter non locals seeking charity as Mayor Toliver and relief officials warn of burden on Pecos resources.
President Roosevelt approves a 100000 dollar PWA grant to the national resources committee for a Pecos river basin survey spanning Texas and New Mexico. Officials say funds require reasonable state and local contributions to complete the investigation.
The Pecos Style Shop showcases a Petunia Window art scene decorated by Mrs. W. J. Beck and Mrs. Beau McCutcheon. Petunia shades fill the display with large artificial blooms forming a colorful backdrop.
Work began this week on remodeling the Reeves county jail building used by the Texas Highway Patrol. The state leases the structure for two years and funds are being spent on improvements. Foxworth Galbraith Lumber Co. won the material contract and L A Smith the plumbing job. The downstairs will be modernized with future plans to remodel the upper story and add recreational facilities. Mrs Gladys Pask Reeves county director of the Texas Relief Commission will continue occupying one room.
AAA and Texas Extension Service officials discussed the 1939 range program and demonstrated methods for laying out and measuring an earthen tank at the T.S. Ingle ranch near Pecos. Attendees included thirty county agents assistants committee men ranchers and contractors.
Seventeen Pecos Rotary members met Monahans businessmen this week to form a Monahans Rotary Club. Walter Harwell led the meeting at the Methodist Church banquet. District Attorney William L. Kerr outlined Rotary mechanics and ideals with brief remarks from Pecos leaders and Monahans officials.
William Henry Blake, 60, died Sunday at his sister M. D. Jester’s home after a long illness. Born November 1877 in Alabama, he came to Texas young and had lived in Pecos for many years. Funeral Monday at the Christian Church, Rev. Oliver Harrison officiating. Interment in Fairview Cemetery. Pallbearers named. Survived by sisters Mrs. Jester and Susie Payne, two brothers in El Paso and Phoenix, and another sister and brother residing near the funeral.
Dr. George H. Garrett, Ree County health officer, announces a move from the Bryan-Bozeman building to a new rock structure on U 80 West. The new address is 1501 W Third Street. He says the change will help him better serve old patients and new callers.
Mr. and Mrs. George Filete of Pecos welcomed a newborn during the morning hours at a Pecos sanitarium. Both mother and child are reported to be doing nicely.
