Two Dump Trucks Collide Head On Near Toyah Killing Driver
A daytime head on crash on Interstate 26 near Toyah left Delbert Franklin Cockrell of Post dead and Cecil B. Strickland of Toyah injured. Dust reduced visibility on a utility road beside the highway under construction. Strickland was hospitalized with contusions and broken ribs. Cockrell was trapped for hours and pronounced dead at the scene.

EPA proposes phased lead gasoline cuts starting 1974
The EPA plans to reduce lead in gasoline beginning July 1 1974 with a two gram limit for premium and regular fuels and a mandate for unleaded gasoline at large stations. The schedule targets a 60 to 65 percent air lead reduction by 1977, with fines up to 10 000 per day for violators. 27 cities exceed the current 2 microgram per cubic meter lead level.
