Congress approves sterner form of Nixon welfare reform

The bill also expands federal funds for day care and creates public service jobs to reduce unemployment. Critics warn the narrower plan jeopardizes the broader guaranteed income proposal.

Deep North Vietnam raid marks year’s deepest air strike
American fighter bombers hit a missile battery 210 miles north of the DMZ in North Vietnam, the 96th such raid this year. Two Navy A7 jets fired on an antiaircraft site south of Hanoi and returned safely to the carrier Constellation. Results were unclear due to clouds. Separate reports say B52s and South Vietnamese forces hit North Vietnamese regiments near Cambodia, with movements around the Me Kong River and the Chup plantation.
