The Legislative Budget Board in Austin pushed past midnight to finish its proposed plan, stalling earlier highway funding hopes as lawmakers weigh fiscal constraints and project priorities.
A tearful appropriation plan would leave about 1 billion dollars for added state aid to public schools and other needs as the 1977 legislative session begins. Gov Briscoe faces a squeeze as the LBB backs off his 850 million school and 825 million highway plans while boosting higher education and mental health funding.
Southern Union Gas Company says it has hired Stone & Webster Management Consultants to conduct a voluntary management audit. Buck Renshaw, local manager, says the study will assess efficiency of management and operating procedures and provide guidelines to boost productivity. Report copies will be available to regulatory agencies.
Light to moderate showers edged northeast through Central and East Texas leaving a damp trace over the southern two thirds of the state. Panhandle and far West Texas stayed largely dry with lows near freezing in spots and readings from 25 at Dalhart to 62 in Luverne.
City Manager J J Maxey and County Judge Darrell Glover will attend a Permian Basin Regional Planning Commission meeting Wednesday to discuss public works projects including Pecos civic funding.
Southwestern Bell officials said they will file for a rehearing with the Public Utility Commission within 15 days and may seek court review after the commission granted only part of their requested rate increases. Doyle E. Rogers called the order shocking and pledged to pursue all legal options to overturn it.
City permits for November total $79,900 with a Harris Lumber Co project at 1320 S Cedar listed for $40,000. Numerous residential additions and porches are noted, including Kelton at 2035 S Alamo, Jyrkin for Lee Lumber at 131 S Ash, Reeves at 417 S Plum, and others across several streets. Weather outlook shows a cool period with fair conditions through Wednesday after a Monday high of 43 and overnight low of 29.
Zavala band director Doug Garman says the annual concert shifts from 8 PM to 7 30 PM this year in the high school auditorium. Supt. Ray Whitley invites concert goers to tour the newly enlarged band hall before or after the performance, as part of recent school construction.
