Capitol budget sparks debate over 1940 allocations

The house approved the 1940 appropriation bill for the bureau of reclamation with about 50 million, the senate adding 10 million, and 5 million more for the Colorado river project in Texas. Other funds go to treasury buildings, social security, and war department, while a proposal to reorganize federal agencies failed 265 to 128 as lawmakers warned of encroaching permanency and costs.
