Rep Frank W Hirschi of Bear Lake county led the Idaho delegation to the Utah Capitol on February 7 1963 to press for reciprocity in licenses tuition and taxes as Utah plans to raise revenue on Idaho citizens. A joint 3 by 3 committee from both states was proposed to draft an agreement before sessions end.
