Former Pennellville fire chief pleads guilty to gas theft
Former Pennellville Volunteer Firemen’s Association chief Duane Royal, 55, pleaded guilty to petit larceny for stealing nearly $3,000 in gasoline. An state audit faulted the VFA for “extremely weak” financial oversight and missing records totaling over $134,000 in cash receipts, with funds and fuel activities poorly controlled. The audit covered 2013 and found unaudited cash disbursements, loans to members, and unattended vehicle purchases, leading to Royal’s criminal case after unauthorized fuel use and a vehicle sale.
