State auditor criticizes Town of Oswego
The Office of the New York State Comptroller finds OswegoTown failed to adopt realistic budgets and failed to monitor finances from 2014 to 2016. It notes an 89 percent drop in the general fund and Sleepy Hollow Sewer District fund, with deficits in the highway fund. Recommendations include multiyear plans and IT policy upgrades. Town officials say changes are underway, including a formal Fund Balance Policy adopted before 2018 budget.
