Cleveland Browns return to NFL as expansion team
The NFL unanimously approved Cleveland as an expansion franchise for 1999 with Joe Mack to lead a new personnel staff and the team to wear the old Browns colors. The vote also extended the collective bargaining agreement to 2003, and a new off field conduct policy was approved. The Browns will play in a 72,000 seat stadium, with ownership decisions and a player fee expected later, around 350 to 400 million.
