Fed Seen Set to Cut Rates to 45-Year Low

Federal Reserve policy makers appear ready to drop the federal funds rate from 1.25 percent to a new low, aiming to spur consumer spending and business investment. Economists say growth has lagged, with GDP near 1.9 percent in early 2003 and forecasts for the April-June quarter varying between 1 and 2 percent.
