Washington AP The Postal Rate Commission approved about 1.5 billion dollars in increased mail rates, making permanent the 8 cent letter and 11 cent airmail rates unless the Postal Service Board of Governors blocks the plan. Critics from Time Inc and other publishers warn the higher rates will drive magazines out of business or cut circulation.
