No charges in abandonment case at Ransom Memorial Hospital
Franklin County attorney John Dowell said no charges are expected against Abby Dawn Doe's mother, who left the newborn at Ransom Memorial Hospital on Jan 7. Abby remains in state custody pending termination of parental rights, with the mother foregoing custody. The state’s 2000 Safe Haven law shields such acts when the infant is left healthy within 45 days of birth. Officials say both mother and baby are healthy and released, and adoption hearings will proceed.

Lawmakers face two budget plans in high stakes fiscal 2003
Legislators must pick among Graves budget, his tax increases, and Senate GOP cuts to close a $426 million gap. Graves would cut spending 5.2 percent, raise taxes on cigarettes and sales, while the Senate GOP would use rainy day funds and tobacco settlements to trim about 1.9 percent and freeze at $4.4 billion. Public schools, higher education, social services, and transportation all face targeted changes under each plan.
