State budget may cut Meals on Wheels in Kansas
Gov. Bill Graves proposes transferring 51 million to the general fund and a 50 percent cut to the Senior Care Act as lawmakers face a 426 million shortfall. The plan would reduce meals to homebound clients and affect about 4,000 people, with 332 million of the aging budget tied to nursing home payments. Local aging agencies would administer cuts and many see essential services at risk for vulnerable elderly and disabled Kansans.

Kansas agriculture department aims higher fees for water rights
Kansas officials propose new charges to fund water rights administration and related programs as state faces a budget shortfall. A $20 annual fee per water right would be paired with higher fees for water right services, pesticide and dairy licensing, weights inspections, and greenhouse licenses. Large farms would bear the heaviest costs while some decreases and repeals are planned. House committee set to hear the package January 16, with worries about program cuts and potential closures by July if funding is not found.
