No Reaction On Red Ban

Washington reports a U.S. travel restriction on Russians drew little immediate Soviet response while prompting questions from American communities. About 1 000 counties in 40 states are off-limits to 400 Russians linked to the Soviet Embassy Amtorg and news bureaus. Restrictions cover travel within 25 miles of New York and Washington with 48 hour notice, and limit rail or air travel through restricted zones. Automobile and bus travel remain banned except on specified routes. Applications to visit resorts will be considered on merit as protests rise in eight open states. The policy hinges on reciprocity and security with no detailed justification given.
