Underreporting Tax Gap Largely From Individuals Says IRS
The IRS estimates the tax gap at 312 to 358 billion dollars for 2001, about 15 percent of taxes owed, with individuals, not businesses, the main underreporting source. Audits recovered 55 billion, leaving a net gap of 257 to 298 billion. Excess deductions and errors on alimony, unemployment, and state refunds contribute. IRS head Everson warns elimination is unlikely without draconian intrusions. Separately, the inspector general finds penalties on unpaid taxes do not accrue interest, costing hundreds of millions annually.
