Congress balks at 10 percent income tax surcharge
Washington report says Congress resists a 10 per cent surcharge and the Johnson administration may cut spending to push a tax increase. Key House Ways and Means Chairman Wilbur Mills resists raising taxes this year despite a looming deficit of 25 to 30 billion dollars and pressure from business and academia. The public and voters back no tax hikes now, complicating LBJ's effort to fund the Vietnam war and curb the deficit.
