Earn and Learn program pays DC youths to attend summer school
U S funds finance a 1967 District of Columbia Earn and Learn scheme paying over 1,000 youths aged 14 to 21 $32 weekly for four hours of summer classes at the minimum wage. The HUD Model Cities effort, run by the DC Board of Education, faced residency and attendance issues, with some students disqualified or unpaid. Senator Byrd criticized the program as wasteful while supporters call it a local success that may not be repeated nationally.
